New! Infant Formula Rebate Contract Invitation for Bid #22-10002

Federal WIC regulations require that state agencies continuously operate a cost containment system for infant formula. In compliance with federal regulations, infant formula cost containment in California is operated through competitively bid infant formula rebate contracts for milk-based and soy-based infant formula. Per regulation, CDPH/WIC awards the contracts to the responsive and responsible bidder(s) offering the lowest total net cost per month for each type of infant formula. CDPH/WIC currently contracts with Mead Johnson & Company for both milk-based and soy-based infant formula, with the agreement expiring on July 31, 2022.

In order to determine CDPH/WIC's next infant formula contractor(s), CDPH/WIC released Invitation for Bid (IFB) #22-10002 on September 23, 2021. The manufacturer(s) awarded the contracts will be required to supply its contracted brand infant formula to California WIC authorized vendors and provide a rebate to the WIC Division for each container of their contracted brand infant formula purchased from WIC authorized vendors by WIC participants. The IFB is posted online at Cal eProcure IFB 22-10002-Infant Formula Rebate.

New! Eggs from "cage-free" hens are now authorized as part of the WIC Authorized Food List.

This change was made as a result of Proposition 12, which was approved by California voters in 2018. Starting January 1, 2022,  "cage free" eggs will be the only type of eggs for purchase with WIC benefits.

For additional information, see Regulatory Bulletin 2021-01.
