​Behavioral Health Transformation

Behavioral Health Services Act (BHSA) (Senate Bil​l (SB) 326 (Eggman, Chapter 790, Statutes of 2023) requires CDPH to participate in engagement and consultation activities with interested parties to support the planning, development, and implementation of Behavioral Health Transformation related policy.  

CDPH will publish updates on engagement opportunities related to behavioral health transformation planning on this webpage.​​

Upcoming Engagement Opportunities

CDPH will conduct partner and community sessions to gather feedback from a range of partners and the public. The meeting topics and duration will vary.​

Public Comment: Phase 2 - BH​SA Population-Based Prevention Program Guide​

The ​ California Department of Public Health (CDPH) invited interested parties and Tribes to participate in a public comment session on the second phase of the BHSA Population-Based Prevention Program Guide. This open virtual meeting consisted of an overview presentation of the Phase 2 - BHSA Population-Based Prevention Program Guide (DRAFT PDF) followed by dedicated time for public comment and participant feedback. During the webinar, participants and Tribes had the opportunity to share their feedback on the Phase 2 Guide. The public comment period for Phase 2 of the BHSA Population-Based Prevention Guide closed on Tuesday, December 2, 2025 at 11:59 PM.​

Public Comment: Phase 1 - BH​SA Population-Based Prevention Program Guide

CDPH invited interested parties to submit public comment on Phase 1 - BHSA Population-Based Prevention Program Guide​ in writing via Microsoft Forms, as well as during a public webinar, hosted on June 30, 2025. Following analysis of public comment on Phase 1, Phase 2 guidance will address the operational and administrative components to execute activities to achieve intended objectives, goals, and outcomes. Phase 2 will also be guided by community input and will include details on ​funding levels and implementation activities per strategy.​​ The public comment period for Phase 1 of the BHSA Population-Based Prevention Guide closed on  Friday, July 11, 2025 at 11:59 PM.

Expert Advisory​ Pan​el

CDPH convened a group of equity-focused subject matter experts to refine policy, systems, and environmental (PSE) change strategies that support behavioral health and upstream prevention. ​
