Public Webinar: Phase 2 - BHSA Population-Based Prevention Program Guide

November 13th, 2025, 10:30 AM–12:30 PM | Zoom

CDPH provided an overview presentation of the Phase 2 -BHSA Population-Based Prevention Program Guide (PDF) [*] and there was dedicated time for public comment.

What is in the Phase 2 Guide? The Phase 2 Guide is intended to act as a complement to the CDPH Phase 1 - BHSA Population-Based Prevention Program Guide and will be released at the end of 2025. It provides the operational and administrative components to execute the BHSA Population-Based Prevention Program Framework with the specific activities to be implemented for each of the Statewide Prevention Strategy Components. It includes details on funding levels and implementation activities per strategy.  Visit the Executive Summary on Phase 2 Guide (PDF) for details.

Learn more: For questions or comments on the CDPH behavioral health planning and engagement process, please email BHSAinfo@cdph.ca.gov.

Why is this important? The Phase 2 Guide, in conjunction with the Phase 1 Guide, will comprise the CDPH Final Plan that will guide implementation of the BHSA Statewide Population-Based Prevention Program administered by CDPH, beginning in July 2026 for a three-year period including Fiscal Years 2026–29. The BHSA is a critical part of California’s broader efforts to reimagine and strengthen the entire behavioral health system — connecting services, expanding access, and improving outcomes for all Californians. Community, Tribal, and partner input is essential to inform the development and implementation of population-based prevention programs and policies that intend to improve the behavioral health and well-being of all Californians. More information about California’s transformation of the state’s behavioral health system is available at mentalhealth.ca.gov.
