The Recreational Health and Beach Safety Program in the Environmental Management Branch is committed to protecting public health, safety, and welfare by ensuring the safety of recreational waters through the establishment of protective standards, regulations, and monitoring protocols. The program works closely with the public, industry stakeholders, and state and local governments to promote safe recreational water use across California, systematically addressing the causes of preventable diseases and hazardous conditions associated with coastal waters, swimming pools, and other recreational water facilities. With an annual allocation of over $1.5 million in assistance funding to local governments, the program supports the testing of ocean and bay waters along public beaches to ensure safe conditions for recreational activities. When water quality fails to meet safety standards, local governments are required to restrict or close beach access and notify the public. Additionally, the program develops regulatory requirements and guidelines for beaches, freshwater bathing areas, public swimming pools, spas, and organized camps, ensuring comprehensive oversight of recreational water safety. It also resolves environmental health and safety concerns arising from federal, state, and local program deficiencies and inconsistencies. Through these efforts, the Recreational Health and Beach Safety Program plays a critical role in maintaining the health, safety, and well-being of Californians and their enjoyment of the state’s recreational water environments.
