Toxicological Outbreak Program (TOP)
Who we are
āāCreated in 2022, the Toxicological Outbreak Program (TOP) is dedicated to strengthening Californiaās capacity to identify and respond to non-infectious disease outbreaks from exposure to chemicals and other toxins. Our team has expertise in epidemiology, toxicology, health education, and environmental health.
What is a toxicological outbreak?
A toxicological outbreak is a sudden unexpected increase in illnesses from an exposure to a chemical or toxin. Exposure can occur by breathing, eating, drinking, or handling something that is contaminated with a toxic substance. Examples of toxic substances that can cause illness include heavy metals (such as lead and mercury), pesticides, chemical gases or vapors, and toxins (such as from poisonous mushrooms).
What we do
TOP assists counties with preparing for and responding to toxicological outbreaks through the activities below. We foster strong collaborations with local health jurisdictions, while maintaining partnerships with state and federal agencies.

Our team supports counties during suspected or confirmed toxicological outbreaks.

Exposure Investigations
|
Our team conducts toxicological outbreak investigations when requested, or when an under-recognized exposure concern is brought to our attention.
At the beginning of an outbreak, the particular toxin or chemical that individuals are exposed to may not be known. Our team is available to survey community members where the outbreak occurred to identify potential sources. We can also provide guidance on sample collection and can assist with risk communication.

Strengthen Capacity

Our team works to strengthen county and state capacity to prepare for and respond to toxicological outbreaks through guidance materials, tools, training exercises, and other resources.
