ā€‹ADAP MANAGEMENT MEMO 2020-25: ADAP AND PREP-AP ELIGIBILITY EXTENSION PLAN


The purpose of this Management Memorandum is to notify ADAP Enrollment Workers of steps being taken by the California Department of Public Health (CDPH), Office of AIDS (OA) to help with ADAP Enrollment Workersā€™ workload during the Novel Coronavirus (COVID-19) pandemic.

On August 6, 2020, ADAP will be extending clientsā€™ eligibility to their next action (re-enrollment or recertification) date for both ADAP and PrEP-AP. Clients who are currently not aligned with their next action date due to recent eligibility extensions will be extended. These are clients who currently have eligibility through August 31, 2020 or September 30, 2020 due to recent eligibility extensions. Note: If the client completed their re-enrollment or recertification and it extended their eligibility past August or September, then these clients will not be extended as their eligibility end date aligns with their next action date. For example, the client completed their ADAP re-enrollment on April 1, 2020, which extended their eligibility to October 1, 2020. Their eligibility end date aligns with their recertification date (next action date); therefore, they will not be extended.

ADAP Clients Originally Due for Re-Enrollment
As mentioned above, ADAP clients who were previously extended will receive another extension that will align their eligibility end date with their next action date. For example, if a client was due for re-enrollment on March 9, 2020 and had their eligibility extended through August 31, 2020, they will have their eligibility extended through September 9, 2020, which is their recertification date (next action date). The table below provides additional examples:

Please Note: If an OA-HIPP, EB-HIPP, or MDPP client was extended through September 30, 2020, they will be extended to their next action date unless their next action date is in September. PrEP-AP
Any client who had eligibility in PrEP-AP between March 1, 2020 and August 31, 2020 will be extended a full year from their eligibility end date. For example, a client who enrolled in PrEP-AP on March 9, 2020 and had their eligibility extended through August 31, 2020 will have their eligibility extended through March 9, 2021 (next action date). The table below provides additional examples.

Please Note: Uninsured clients who were enrolled in Gilead Patient Assistance Program in May of 2020 were extended through July 31, 2020.  Uninsured clients should have re-enrolled into Gileadā€™s Patient Assistance Program before July 31, 2020 in order to extend their eligibility end date for Gilead.

Insured clients who are enrolled in Gileadā€™s Co-Payment Assistance Program do not need to re-enroll as their Co-Pay coupon card resets each calendar year.

Clients who are enrolling in a Gilead Patient Assistance Program, should continue to submit enrollments through normal channels (i.e., by fax, online enrollment, or by telephone). In situations where enrollments and signatures cannot be submitted through the normal process, Gilead will allow for verbal attestations. 

Remote Enrollment Process for New or Lapsed ADAP Clients
In addition, we will continue to proceed with current remote enrollment process as stated in Management Memorandum 2020-06, also outlined below:

Clients enrolling in ADAP and PrEP-AP are able to enroll over the phone with their enrollment worker. Clients will still be required, whenever possible, to provide documentation substantiating their eligibility for ADAP. In order to reduce the risk of a possible privacy incident, enrollment workers should e-mail the client an encrypted e-mail that the client can respond to with enrollment and supporting documentation. Due to the urgency of access to medications during the COVID 19 pandemic, clients who are unable to provide eligibility documentation should call the ADAP call center at 844-421-7050 or their enrollment worker to enroll over the phone.
