The purpose of this memo is to inform ADAP and Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) Enrollment Workers (EW) of a temporary emergency access procedure for ADAP and PrEP-AP clients that have been impacted by the California wildfires.
Background
The various Southern California wildfires have affected lives and access to health care services throughout Southern California. The California Department of Public Health (CDPH) is aware that clients who reside in the affected areas may face barriers to completing re-enrollment timely, which would result in a lapse in ADAP/PrEP-AP and/or insurance assistance programs (OA Health Insurance Premium Payment Program (OA-HIPP), the Employer Based Premium Payment Program (EB-HIPP), or the Medicare Premium Payment Program (MPPP)) eligibility. In order to prevent this from occurring, CDPH has developed a temporary emergency access procedure.
Emergency Access Procedure for California Wildfires
If an ADAP/PrEP-AP client has been affected by the Southern California wildfires, ADAP/PrEP-AP will grant the client emergency access, which will grant the client an additional 30 days of eligibility. This will not count towards the client's one-time emergency access request. ADAP/PrEP-AP Staff will verify the client's residency in the ADAP Enrollment System (AES) before granting emergency access. Once the client's residency information is verified, the ADAP/PrEP-AP Staff will notate in the case notes section of the AES that an emergency access was granted due to the Southern California wildfires. Until further notice, clients impacted by the wildfires can request emergency access.
