All Facilities Letter (AFL) Summary

This AFL informs health care facilities of the enactment of AB 1456 that allows the California Department of Public Health (CDPH) to extend from three to four years the issuance of waivers to unlicensed psychologists who are gaining qualifying experience towards licensure.

Effective July 31, 2017, AB 1456 (Chapter 151, Statutes of 2017) extends, from three to four years, the maximum duration of waivers issued from to unlicensed psychologists gaining qualifying experience towards their license by working in health facilities licensed by CDPH and operated by the state or other government entities. 

AB 1456 makes no changes to eligibility requirements for requesting a waiver. An individual or state operated health care facility seeking a waiver for a staff member should continue to submit a waiver request to the State Facilities Section.

CDPH’s failure to expressly notify facilities of statutory or regulatory requirements does not relieve facilities of their responsibility for following all laws and regulations. Facilities should refer to the full text of all applicable sections of the HSC and the California Code of Regulations to ensure compliance.
