Concepts for Proposed Changes to the CNA training and certification regulations include:

  • Definitions
    • Amend outdated definitions
    • Adopt new definitions as needed to improve clarity
  • Qualifications for Certification
    • Incorporate provisions of initial application form (CDPH 283B)
    • Update minimum qualifications for certification
    • Adopt minimum passing score for competency examination
  • Issuance of Certificates
    • Clarify information the training program must include when notifying L&C of students who have met all qualifications for certification
  • Renewal of Certificates
    • Incorporate provisions of renewal application form (CDPH 283C)
    • Clarify procedures for renewing active or expired certificate
  • Change of Employer, Name, or Address; Requests for Duplicate Certificates
    • Adopt requirements for notifying L&C of changes of employer
    • Incorporate provisions of Request for Name/Address Change and/or Duplicate for CNA Certificate form (CDPH 929)
  • Request for Credit
    • Clarify process for requesting credit for portions of other CNA training programs completed within previous two (2) years
  • Administrative Policies and Procedures
    • Update required training program policies
  • Director of Staff Development (DSD) and Instructor
    • Incorporate provisions of DSD and Instructor application (CDPH 279)
    • Amend minimum qualifications for DSDs and Instructors
  • Registered Nurse (RN) Program Director
    • Adopt application requirements
    • Adopt minimum qualifications for RN Program Director
  • Program Flexibility
    • Amend existing regulation with non-substantive changes for clarity
  • Training Program Providers and Application Requirements
    • Define entities that may provide CNA or HHA certification training programs
    • Adopt required components of application package for training program approval
    • Adopt procedures for denial of incomplete or insufficient training program applications
  • Certification Training Program Required Components
    • Distribute 10 additional hours of classroom training added by A.B. 1731 in 2000 among required modules
    • Adopt specific clinical skills to be taught and evaluated in each module

    • Adopt formal process for individuals in other health care professions to apply for equivalency, which allows applicants to use prior experience and coursework to satisfy classroom and clinical training requirements

    • Adopt procedures for renewing training program approval
  • Fees and Penalties
    • Repeal fees for the issuance and renewal of certificates, replacement of certificates, and penalties for late filings of renewals
  • Continuing Education and In-Service
    • Update standards for content of continuing education and in-service training and minimum qualifications of providers
    • Incorporate provisions of applications for approval as a continuing education or in-service training provider (CDPH 192, CDPH 192B, CDPH 278B)
    • Adopt approval process for non-nursing facility employers of CNAs that want to provide in-service training.
