California WIC State Plan

The State Plan is a written agreement between the United States Department of Agriculture and CDPH/WIC Division that assures compliance with federal program requirements. The plan is submitted each year and covers October through September of each year. 

Federal Fiscal Year (FFY) 2025 
State Plan Goals and Objectives

(October 1, 2024ā€‹ā€‹ā€‹ through September 30, 2025)

Goal 1: Maximize Participation in the WIC Program

  1. By 9/30/2025, provide refresher training to all WIC local agency direct services staff on the policies and procedures for determining WIC eligibility of WIC applicants and participants.

Goal 2: Promote and Support Breastfeeding

  1. By 9/30/2025, provide WIC local agency counseling staff with the Level 2 competency-based BF Curricula training and evidence-based resources and competency assessment to elevate the breastfeeding support provided by WIC.
  2. By 9/30/2025, provide onsite technical assistance for Breastfeeding Peer Counseling programs newly funded as part of the expansion from FFY 2022.

Goal 3: Enhance Operations and Vendor/Farmer Support

  1. ā€‹By 9/30/25, increase the quality of the Value Enhanced Nutrition Assessment process by providing refresher training to all WIC local agency nutrition educator staff.
  2. By 9/30/25, pilot new payment processing solution for farmers and farmers' markets.
