On October 19, 2021, the Health Resources and Services Administration's (HRSA) HIV/AIDS Bureau (HAB) released the HAB Policy Clarification Notice (PCN) 21-02, Determining Client Eligibility and Payor of Last Resort in the Ryan White HIV/AIDS Program (RWHAP) (PDF).
One of the major policy changes is that clients are now only required to reenroll once per year, effectively removing the six-month recertification requirement.
On the evenings of November 17-18, 2021, all clients with current eligibility who were due for their next recertification after October 19, 2021, will be extended to their next reenroll date, which is their date of birth. Clients on a Temporary Access Period (TAP), Medi-Cal Eligibility Extension Request (MEER) or Eligibility Extension Request (EER), will not be extended at this time. A second round of extensions will occur in the future for clients who enroll, reenroll, or clear the TAP, MEER, or EER after the first round of extensions. Clients who were due to recertify prior to October 19, 2021, are still required to do so.
The Office of AIDS is working on an implementation plan of this revised policy which requires changes to the ADAP Enrollment System (AES) to remove the recertification functionality.
OA will continue to provide implementation status updates. The ultimate goal is to make the necessary changes with minimal impact to clients.
