The Center for Health Care Quality's Licensing and Certification program (L&C) regulates health care facilities to ensure their compliance with state licensing and federal certification regulations. L&C also certifies nurse assistants, home health aides, and hemodialysis technicians;  licenses nursing home administrators; and investigates complaints against them.

Facility Licensure

Licensing and Certification District Offices

For questions or complaints about a hospital, skilled nursing facility or any of the other health-care facility we regulate, please contact your local district office. Licensing and Certification's district offices are located throughout the state.

Aide and Technician Certification

For information regarding certification as a certified nurse assistant (CNA), home health aide (HHA) or certified hemodialysis technician (CHT), contact the Aide and Technician Certification Section.

Phone center hours are: 9:00 am - 12:00 pm and 1:00 pm - 4:00 pm., Pacific Standard Time. Please note that you must select an option before the Interactive Voice Response Unit (IVRU) can proceed with a transfer to an agent.

Training Program Review Unit

Complaints

To file a complaint against a hospital, skilled nursing facility or any of the other health-care facilities we regulate, please contact your local Licensing and Certification district office or file an online complaint.

To file a complaint against a certified nursing assistant, home health aide or certified hemodialysis technician, please contact the Aide and Technician Certification Section at (916) 492-8232 or email cna@cdph.ca.gov.
