Effective January 1, 2024, as it relates to vital records, Assembly Bill (AB) 360 will add Chapter 3.5 (commencing with Section 24400) to Division 20 of the California Health and Safety Code, relating to excited delirium.
AB 360 will no longer allow “excited delirium" or other related terms to be “recognized as a valid medical diagnosis or cause of death in this state." Other related phrases include: “excited delirium syndrome", “hyperactive delirium", “agitated delirium", and “exhaustive mania". As “excited delirium" and its related terms will no longer be recognized as a medical diagnosis or cause of death, they will also not be allowed to be listed as such when completing and registering a death certificate.
For users of EDRS, effective January 1, 2024, the system will prevent these terms from being entered as causes of death on California death certificates and it will include a new validation error that will display when any of the aforementioned verbiage is used in EDRS.
All registrars, coroners, and medical examiners are requested to share this information with physicians, funeral homes, hospitals, medical facilities, and military bases that are located within their respective local registration district.
If you have any questions regarding this information, please contact the CDPH-VR Death Registration Section at (916) 552-8123 or EDRSHelp@cdph.ca.gov.
