Information for Cosmetics Companies

The California Safe Cosmetics Act of 2005 (CSCA) requires manufacturers, packers, and/or distributors of cosmetic products to report to the California Department of Public Health (CDPH) all products sold in California, which contain ingredients known or suspected to cause cancer, birth defects, or other reproductive harm. The Cosmetic Fragrance and Flavor Ingredient Right to Know Act of 2020 (CFFIRKA) requires companies to report products with specific fragrance and flavor ingredients after Jan. 1, 2022. 

Reporting should be done on a continuous basis, both for new products and product reformulations.

• CSCP Reportable Ingredients List – (Excel)* 
  To assist companies with reporting, the CSCP has compiled a list of chemicals following the criteria in California Health and Safety Code § 111791.5 and § 111791.6. This list includes ingredients currently reportable under the CA Safe Cosmetics Act and ingredients reportable under the Cosmetic Fragrance and Flavor Ingredient Right to Know Act (SB 312 or CFFIRKA) effective January 1, 2022.

• CSCP Product Database
  The CSCP Product Database enables the public to look up products reported by companies. The database can also be used by reporting companies to easily verify what has previously been reported and identify information that requires updating. Companies may also manage their information within the Reporting Portal. Note: Both these websites are incompatible with the Internet Explorer and Edge browsers. Try Chrome or Firefox for best functionality.
