ā€‹CDPH/CHVP Memo #24-01: Notice of Intent to Award for California Home Visiting Program State General Fund Innovation 2.0 (INNV 2.0)

The California Department of Public Health (CDPH), Maternal, Child and Adolescent Health (MCAH) Division, California Home Visiting Program (CHVP) released the Innovation 2.0 Request for Supplemental Information (RSI) to fund a small number of awards to local health jurisdictions (LHJs) to implement innovative early childhood home visiting programs with a focus on meeting the need of a locally identified population facing the greatest inequities in health and social outcomes. On an annual fiscal year basis, up to $3,203,309 in State General Funds (SGF) Innovation (INNV) will be awarded with a maximum award of $800,000 per year.

Submissions were accepted for proposed projects in the categories of evidence-informed home visiting programs and evidence-based home visiting models not currently administered by CDPH/CHVP. ā€‹ā€‹

One of CDPH/CHVPā€™s priorities for SGF INNV 2.0 was supporting the goal of providing CHVP-fuā€‹ā€‹nded home visiting services in all 61 CA LHJ. To support home visiting in geographically underserved areas of the state that do not have any current CHVP programming, CDPH/CHVP reviewed and prioritized funding for project proposals from the four LHJs that do not receive any other CHVP funding; Alpine, Imperial, Placer, and Trinity Counities. Submissions received from any of these four counites were reviewed for alignment with parameters of this RSI and were funded accordingly.

The remainder of SGF INNV 2ā€‹ā€‹ā€‹.0 funding was awarded based on the highest scoring submissions from any of the other 57 LHJs.

Following issuanā€‹ce of this Notice of Intent to Award, CDPH/CHVP will release an agreement funding application (AFA) package for SFY 2023-24 to each LHJ awarded SGF INNV 2.0 funding and schedule a call to discuss details, including intent to accept or decline the award, within ā€‹ā€‹7 days of this announcement.

The project period for SGF INNV 2.0 is July 1, 2023 through ā€‹June 30, 2028. The intended award amounts are listed below are for SFY 2023-24. Future year award amounts are subject to change and will be negotiated annually. 

Reimbursement of invoices is subject to compliance with all state requirements pertaining to CDPH/Cā€‹ā€‹HVP and adherence to all applicable regulations, policies, procedures, and the CDPH/MCAH Fiscal Administration Policy and Procedure (PDF, 1.4MB) manual. All awards are contingent upon approval and appropriation in the Budget Act and state spending authority.

ā€‹CDPH/CHVP will be holding an orientation for Innovation 2.0 awardees on Wednesday, February 7, 2024. Information and an invitation to the orientation will be sent to awardees shortly.
