Vital Records Image Redaction and Statewide Access (VRIRSA)

The objective of the VRIRSA project is to design, develop and implement a new system to allow County Recorders (CRs) and Local Registration Districts (LRDs) access to a state database for the production of automatically redacted birth and death records.  This project does not include modifying existing imaging processes or computerizing additional historic records.  CDPH has contracted with SolutionsWest, Inc. to provide one-time services associated with the development of this system within its estimated budget.

Project Scope 

The Center’s VRIRSA system will allow the Center to meet its mandated responsibilities while providing prompt customer service and internal efficiency.  Specifically, VRIRSA must provide the following:

  • Statewide Access- VRIRSA must provide a secure, web-based application to allow authorized users the ability to search a state database to select and request informational-only copies of birth and death records.
  • Image Redaction- VRIRSA must provide a process to automatically redact specified fields on selected birth and death records, as appropriate, and provide the redacted image back to the requesting user for printing.
  •  Track and Respond- VRIRSA must enable the State to track requests for informational-only copies and the response provided to each request.  The system must be able to create various production and management reports.
  • Safeguard Confidential Data- VRIRSA must comply with all appropriate safeguards to protect the confidentiality of the Center’s databases and the individual records containing personal or confidential information as specified by law.
