Future of Public Health (FoPH) Work Plan and Spend Plans​

The COVID-19 pandemic highlighted the need for critical Investment in a modern and innovative public health system to keep all Californians healthy. In response, the Budget Act of 2022 provides $200.4 million in FoPH funding annually to local health jurisdictions (LHJs) to strengthen our public health workforce and infrastructure.

As a funding requirement, LHJs must submit a comprehensive three-year work plan and spend plan. Each LHJ is actively engaged in building a diverse team and the needed infrastructure to address the following key areas:

  • Workforce development, recruitment, and training
  • Emergency preparedness and response
  • IT, data science, and informatics
  • Communications, public education, engagement, and behavior change
  • Community partnerships
  • Community health improvement

These collective efforts are geared toward bridging gaps and equipping LHJs to meet the evolving needs and challenges of the 21st century.
