I. Purpose
This memo provides an overview of the Future of Public Health (FoPH) funding redistribution process of unspent funds for fiscal year (FY) 2024-25.
Overview
The FoPH funds that are allocated to all 61 LHJs are intended to increase capacity of local health jurisdictions (LHJs) to support workforce and public health infrastructure across the state. The goal of this redistribution process is to ensure that 100% of FoPH local allocations are utilized for LHJ expenditure. As such, the California Department of Public Health's (CDPH) Regional Public Health Office (RPHO) provided all LHJs with the opportunity to report anticipated unspent funds and submit an inquiry to request redistributed funds that were identified through the projection inquiry process.
For the purpose of this memo, the term redistribution will be defined as the process for which FY 2024-25 funds will be redistributed from one LHJ to another LHJ on a one-time basis. This process is specific only to FY 2024-25 funds and does not impact or change future year allocation amounts or methodologies.
Based on the FY 2024-25 anticipated unspent projection inquiry, all LHJs projected spending over 99.95% of the total original allocations. Approximately $107,799 of FoPH funds from FY 2024-25 were identified as projected to be unspent. CDPH RPHO has developed guidance for redistribution of these unspent funds as described below in section II.
II. FoPH Funding Redistribution Process
LHJs were required to confirm total anticipated unspent funds by August 8, 2025. If LHJs did not respond, the anticipated unspent funds reported in the reconciliation drill were assumed as confirmed unspent funds.
Any LHJ who did not have identified anticipated unspent funds through the spending projection inquiry and have since identified anticipated unspent funds may contact CDPH RPHO at FOPHfunding@cdph.ca.gov to indicate unspent funds available for redistribution.
CDPH RPHO identified LHJs who were eligible to receive redistributed funds using the following criteria developed in consultation with the California Conference of Local Health Officers (CCLHO) and County Health Executives Association of California (CHEAC) Executive Committees:
Prioritize funding to LHJs that had the largest percentage reductions to their FY 2024-25 FoPH allocations.
Provide funding to LHJs that requested additional funds and previously had their FY 2024-25 allocation reduced by at least 20%.
Reallocate funds based on the percentage of funding cut in 2024, up to their requested amount.
Funds available for redistribution must have been encumbered or expended by June 30, 2025, and supplemental invoices must be submitted by August 29, 2025.
LHJs receiving redistributed funds were notified via email on August 11, 2025.
