​The California Department of Public Health-Vital Records (CDPH-VR) is pleased to announce the planned release of the updated Electronic Birth Registration System (EBRS).

​On June 18, 2022, the update to EBRS will launch, replacing the current EBRS system. This updated version of EBRS will introduce the EBRS-Amendment Request Portal (ARP). The purpose of the portal is to electronically capture data submitted on the Court Report of Adoption (VS 44) form, used to request an amendment of the birth certificate for adoptees.

The EBRS resources in the help menu, including the Birth Registration Handbook, Worksheet Packet, and Privacy Notification, will incorporate the new changes associated with the update. The help screens for affected fields will be updated, as well. Also, on June 18, 2022, a link to the EBRS-ARP will be made available on the CDPH public website.

Prior to the system enhancement, system users will see a notification banner at the login screen for EBRS and other California Integrated Vital Records Systems (Cal-IVRS). Additionally, EBRS, the Electronic Death Registration System (EDRS), Fetal Death Registration System (FDRS), and Vital Records Business Intelligence System (VRBIS) will be unavailable from 8:00 AM until approximately 1:00 PM on June 18, 2022, for final system preparation before the update of EBRS.
