ADAP and PrEP-AP Enrollment Workers

SUBJECT:
Discontinuance of PrEP-AP Telehealth Services Through Color Health

The purpose of this memorandum is to inform ADAP & Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) Enrollment Workers (EW) that PrEP-AP's telehealth services provided through Color Health will terminate effective June 30, 2025.

Background

In March 2023 PrEP-AP partnered with Color Health to offer telehealth services, providing eligible Californians with convenient access to PrEP-AP enrollment and clinical services. With the conclusion of the California Department of Public Health's (CDPH) contract with Color Health, these telehealth services will be phased out. CDPH is actively working to secure a new PrEP-AP telehealth provider and will notify EWs and clients once a new provider is selected.

Phase-Out Timeline

April 30, 2025 – Final Initial PrEP Appointments: Color Health will conduct its final  initial PrEP appointments on this date..

May 31, 2025 – Final Day for nPEP Appointments: Color Health will continue offering nPEP appointments through this date.

After these deadlines, clients will need to transition to alternative providers for continued PrEP-AP services.

Next Steps for Enrollment Workers

  1. Color Health Will Notify Their Active PrEP-AP Clients – Clients with active PrEP-AP eligibility who currently use Color Health services will be informed of the upcoming changes. Communications will include instructions on finding their nearest PrEP-AP Enrollment or Clinical Provider Site for continued support. PrEP-AP Enrollment Sites and Clinical Providers should anticipate referrals from Color Health.
  2. Provide Telehealth Alternatives – Many PrEP-AP Clinical Provider Sites already offer telehealth services. Clients can contact their nearest PrEP-AP site to confirm telehealth availability and schedule their next appointment.
  3. Support Clients Needing Urgent nPEP Coverage – Clients in need of immediate nPEP coverage can contact the ADAP Client Services Call Center for enrollment assistance. Alternately, clients may self-enroll through the Immediate Access Client Portal for faster support as well as afterhours enrollment.
  4. Updated Contact Information and Resources – Do not direct client to Color Health after June 30, 2025. Direct clients to the ADAP Client Services Call Center at (844) 421-7050 or email PrEP.Support@cdph.ca.gov for assistance. "The ADAP Client Services Call Center is available Monday through Friday, 8 A.M. – 5 P.M. (excluding holidays). The PrEP Support inbox is accessible at all times, but it is not actively monitored outside of regular business hours.

Guidance for Clients

To ensure a smooth transition, we encourage clients using Color Health to schedule appointments before April 30, 2025, to avoid disruption in care. Clients seeking telehealth services should contact their nearest PrEP-AP Clinical Provider as soon as possible to confirm service options. For urgent nPEP needs or questions about the transition, the ADAP Client Services Call Center and PrEP Support inbox remain available for assistance.

PrEP and nPEP services will remain available through alternative PrEP-AP Clinical Providers, and CDPH is committed to expanding access with efforts underway to secure a new telehealth provider to ensure clients continue receiving PrEP-AP services.

If you have any questions regarding the information provided in this memo, please contact PrEP-AP at PrEP.Support@cdph.ca.gov or access the CDPH PrEP-AP website for additional resources.
