2025 Federal Poverty Levels and Cutoff for 2023 Tax Returns

​The purpose of this memo is to inform AIDS Drug Assistance Program (ADAP) and Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) Enrollment Workers (EW) about updates to Federal Poverty Levels (FPLs) and important tax deadlines.

Effective April 1, 2025, ADAP and PrEP-AP will use the 2025 U.S. Department of Health and Human Services FPL.


The Federal Poverty Guidelines chart​ provides the 2025 FPLs for ADAP and PrEP-AP eligibility. The chart is derived from the FPL figures updated annually by the United States Department of Health and Human Services. Clients with income below 138% of the FPL based on household size are required to be referred to Medi-Cal.

Tax Deadline for Clients Impacted by Fires in Los Angeles County

Clients residing in Los Angeles County who were impacted by fires have until October 15, 2025, to file state and federal taxes. Therefore, 2023 tax returns will be accepted until then. After this date, only 2024 taxes will be accepted unless proof of an extension is provided.

Tax Deadline for Clients in All Other Counties

For clients who reside in counties other than Los Angeles, the cutoff date for accepting 2023 state or federal tax returns is April 15, 2025. After this date, only 2024 taxes will be accepted unless proof of an extension is provided.
