Workforce Shortage

2.4 and 3.5 Workforce Shortage Waiver Applicants Fiscal Year 2025-2026

Health and Safety Code section 1276.65(l) requires the California Department of Public Health (CDPH) to develop a waiver process for Skilled Nursing facilities (SNFs) seeking a waiver of the 3.5 direct Care service hours requirement and/or the 2.4 CNA hours requirement due to a workforce shortage. A SNF seeking a workforce shortage waiver must submit a waiver application to CDPH pursuant to the requirements in AFL 18-16.

The table below lists the facilities that have submitted a workforce shortage waiver application to CDPH for the FY 2025-26 application period.
