On March 24th, 2026, Governor Gavin Newsom issued a proclamation ending multiple states of emergency, as he has determined they no longer exist. The proclamation includes a list of these states of emergency that are no longer in effect. Survivors of active states of emergency are entitled to receive free vital record copies if the open proclamation includes provisions to suspend vital record fees. Counties should refer to the CalOES Open State of Emergency Proclamations list upon receipt of an application requesting a fee waiver to determine the applicant’s eligibility for a free copy of a vital record.
