The California Department of Public Health (CDPH), Laboratory Field Services (LFS) is pleased to announce the reformation of the Clinical Laboratory Technology Advisory Committee (CLTAC) under updated 2026 bylaws. CLTAC plays a vital role in shaping the future of clinical laboratory standards, workforce development, and regulatory practices across California. Serving on CLTAC provides a unique opportunity to advise CDPH on issues affecting clinical laboratories and best practices that protect public health and support high-quality laboratory operations statewide.
CLTAC is being reestablished with a streamlined structure of five voting members, appointed from nominees representing key sectors across California's clinical laboratory landscape. This reform strengthens collaboration, enhances operational flexibility, and supports transparent, effective advisory processes under the BagleyKeene Open Meeting Act.
About CLTAC
CLTAC's legal authority is established under Section 1228 of the California Business and Professions Code. The Committee functions as an advisory—not regulatory—body and operates under formal bylaws that establish governance standards, including voting rights, quorum requirements, public meeting obligations under the Bagley-Keene Open Meeting Act, agenda development processes, and the creation of subcommittees or engagement of consultants to support specialized work and advises CDPH in such areas as:
- Providing subject matter expertise on laboratory workforce, training, examinations, and licensure
- Facilitating communication between CDPH and the clinical laboratory community
- Offering insights on emerging technologies and professional practice
Call for Volunteers
CDPH is seeking qualified volunteers interested in serving as voting members on CLTAC. Nominees may come from the following sectors:
- Educational institutions with CLS/MLT training programs
- Hospitals and health systems
- Independent or reference laboratories
- Professional associations
- Biotech and diagnostic innovators
Members serve four-year terms, may be reappointed once, and must meet conflict of interest requirements, including completion of the Form 700 Statement of Economic Interests.
The form 700 disclosure category for CLTAC voting members is:
Category 11-- Clinical Laboratory Technology Advisory Committee: Investments, business positions in business entities, and all sources of income (including receipt of loans, gifts, and travel payments) from clinical laboratories and sources that manufacture, sell or provide goods, equipment, or services relating specifically to the operations of clinical laboratories.
This is a volunteer role; compensation or travel reimbursement is not provided. Organizations may submit up to two (2) nominees for consideration.
