Population Denominator Recommendation
This Recommendation policy establishes the PopDaWG Local Health Jurisdiction (LHJ) Age-Race-Sex Population file (the "LHJ-ARS-Pop file”) as the preferred file for population demographic statistics and population-based rate calculations at the California Department of Public Health (CDPH).
The intent of this recommendation is to promote consistency, accuracy, and transparency in the use of population data across CDPH programs and publications, while acknowledging that some analytic objectives, geographic levels, time periods, or reporting requirements might require researchers to use data sources other than the PopDaWG LHJ-ARS-Pop file.
This policy does not constitute an assessment of the appropriateness, completeness, or sufficiency of current data collection and disaggregation best practices related to race, ethnicity, sexual orientation, or gender identity. Rather, it reflects the minimum standard for population breakouts to be used consistently for analyses and tabulations that don’t disaggregate data further and don’t need more granular population denominators.
