HIV Pre-exposure Prophylaxis (PrEP)

Navigator Services Programs


Pre-exposure Prophylaxis (PrEP) is a biomedical intervention for HIV-negative individuals demonstrated to be effective at reducing the risk of HIV infection by up to 92%. A comprehensive, system-wide approach is necessary to ensure that HIV-negative persons at high risk for HIV are effectively linked to and provided with appropriate support for PrEP-related services.

In SB75 (Committee on Budget, Chapter 18, Statues of 2015), the California Legislature appropriated ongoing PrEP Navigator Services funding for the California Department of Public Health, Center for Infectious Diseases, Office of AIDS (CDPH/OA) to establish or expand PrEP navigator services programs and access to PEP.

The Office of AIDS (OA) at the California Department of Public Health is soliciting responses to this RFA from eligible entities (EEs) for funding for PrEP Navigator Services Programs. State General Fund local assistance in the total annual amount of $1.76 million is available. The funding is to be awarded through a RFA on a competitive basis to eligible community-based organizations (CBOs) and local health jurisdictions (LHJs). OA will determine the final funding levels for each program based on RFA responses and local factors including geographic area, HIV prevalence, and other PrEP implementation dollars available in the area.

Funded programs will ensure access for and navigate priority populations to PrEP, develop protocols and strategies to engage priority populations, provide PrEP education to clients and public health detailing to prescribers and their staff, assess and refer individuals to appropriate clinical care and prevention services, and provide adherence support and service.

All California Local Health Jurisdictions (LHJs) and Community Based Organizations (CBOs) within jurisdictions that meet RFA criteria are defined as Eligible Entities. Any eligible CBO within an LHJ can apply directly to OA. EEs are encouraged to apply for this funding individually or in collaboration with other EEs in order to develop comprehensive proposals.

OA looks forward to receiving applications from all eligible entities in order to support implementation of PrEP navigation systems to reduce new HIV infections, improve health outcomes, reduce HIV-related health disparities, and achieve maximal results in addressing the HIV epidemic in California.
