The purpose of this memo is to announce the semi-annual notice which will be sent to all ADAP clients regarding the removal of Self-Verification Form (SVF) functionality from the ADAP Enrollment System (AES), and eligibility extensions to extend all remaining ADAP clients to their birthdate.

Background: On October 19, 2021, the HRSA HIV/AIDS Bureau (HAB) released the HAB PCN 21-02 (PDF), Determining Client Eligibility and Payor of Last Resort in the Ryan White HIV/AIDS Program (RWHAP).

One of the major policy changes is that clients are now only required to re-enroll once per year, effectively removing the six-month recertification requirement.

Update: Effective February 10, 2022, recertification logic has been removed from the AES and Client Portal. As a result, clients will receive one year of ADAP eligibility during initial and re-enrollments. Eligibility functionality is calculated based on client birthdates. Clients will not receive less than 45-days, or more than one-year and 45-days of eligibility. Effective May 12, 2022, any clients who were still having an eligibility end date in the AES reflecting an SVF due date, have been extended to their birthdate to align with the new eligibility logic.

Additionally, clients will no longer receive mandatory SVF mailings, and will instead receive a semi-annual notice, approximately six-months from their birthdate, reminding them to submit any eligibility changes regarding income, residency, or health insurance coverage directly to their enrollment worker beginning in June of 2022.

Clients may also submit changes to their residency, income, and/or insurance through the Client Portal. Doing so will create an ā€œEligibility Updateā€ work item in the AES that will be automatically assigned to the ADAP Site Advisor.

Initial / Re-Enrollment Scenarios

Scenario 1: Enrollment within 45-days of birthdate (after birthday).

A client with a birthday of January 1, 2022 completes their initial enrollment on February 1, 2022. This client will have ADAP eligibility through January 1, 2023 and receive their semi-annual notice in July of 2022.

Scenario 2: Enrollment within 45-days of birthdate (before birthdate).

A client with a birthday of January 1, 2023 completes their enrollment on December 1, 2022. This client will have ADAP eligibility through January 1, 2024 and receive the semi-annual notice in July of 2023.

Scenario 3: Enrollment more than 45-days from birthdate.

A client with a birthday of January 1, 2022 lapses and does not complete their reenrollment until November 1, 2022. This client will have ADAP eligibility through January 1, 2023. This client will only receive their semi-annual notice once they have completed their re-enrollment. If the client completed their re-enrollment 45-days prior to January 1, 2023 the client will receive their semi-annual notice in July of 2023.
