Update to Management Memorandum 2020-08: PrEP-AP Contingency Plan for Novel Coronavirus (COVID-19)


ADAP MANAGEMENT MEMO 2020-12: UPDATE TO MANAGEMENT MEMORANDUM 2020-08: PREP-AP CONTINGENCY PLAN FOR NOVEL CORONAVIRUS (COVID-19)


The purpose of this Management Memorandum is to provide updated guidance contained in Management Memorandum 2020-08 pertaining to PrEP-APs contingency plan for COVID-19.

Background
In Management Memorandum 2020-08, it was indicated that Gilead is not extending eligibility for clients enrolled in Gileadā€™s Patient Assistance Programs.  In addition, information pertaining to remote enrollment for new or lapsed PrEP-AP clients was not provided nor was guidance provided for new clients enrolling in a Gilead Patient Assistance Program.  

Updated Guidance
Gilead informed OA on March 30, 2020 that patients enrolled in a Gilead Patient Assistance Program whose eligibility expired, or will expire, between March 27, 2020 through June 29, 2020 will have their eligibility automatically extended through June 30, 2020. Gilead will communicate these updates to clients.

New clients who are enrolling in a Gilead Patient Assistance Program, should continue to submit enrollments through normal channels (i.e., by fax, online enrollment, or by telephone).  In situations where enrollments and signatures cannot be submitted through the normal process, Gilead will allow for verbal attestations.

Remote Enrollment Process for New or Lapsed PrEP-AP Clients
New or lapsed clients enrolling in PrEP-AP are now able to enroll over the phone with their enrollment worker. New or lapsed clients will still be required, whenever possible, to provide documentation substantiating their eligibility for PrEP-AP.  In order to reduce the risk of a possible privacy incident, enrollment workers should e-mail the client an encrypted e-mail that the client can respond to with enrollment and supporting documentation. Due to the urgency of access to medications during the COVID 19 pandemic, clients who are unable to provide eligibility documentation should call the ADAP call center at 844-421-7050 or their enrollment worker to enroll over the phone.
