The purpose of this memo is to inform AIDS Drug Assistance Program (ADAP) and Pre-Exposure Prophylaxis Assistance Program (PrEP-AP) Enrollment Workers (EW) about updates to the Federal Poverty Levels (FPLs) and important tax return deadlines.
Effective April 1, 2026, ADAP and PrEP-AP will use the 2026 U.S. Department of Health and Human Services FPL to determine program eligibility.
The chart on page two provides the 2026 FPLs for ADAP and PrEP-AP eligibility. The chart is derived from the FPL figures, updated annually by the United States Department of Health and Human Services. Clients with income below 138% of the FPL, based on household size, will be referred to Medi-Cal, if eligible.
Tax Return Deadline
The cutoff date for accepting state or federal tax returns is April 15, 2026. After this date, only 2025 taxes will be accepted unless proof of an approved tax filing extension is provided.
