ADAP Formulary Additions-Dental and OTC Vitamin Products.

Purpose

The purpose of this memorandum is to notify stakeholders of updates to the AIDS Drug Assistance Program (ADAP) medication formulary, including the addition of several dental‑related products and over‑the‑counter (OTC) vitamins. These changes support improved access to therapies that address oral health needs and overall health for ADAP clients.

Background

As part of ongoing efforts to align the ADAP formulary with client health needs, the program routinely evaluates medications that support adherence and overall health. Expanding formulary coverage to include additional dental‑related products and a broader range of OTC vitamins enhances client access to supportive therapies commonly used to manage discomfort, side effects, and overall wellness that may impact treatment continuity.

Formulary Additions

Effective immediately, the following dental‑related products have been added to the ADAP formulary:

  • Benzocaine
  • Benzocaine/Benzalkonium Chloride
  • Benzocaine/Menthol/Cetylpyridinium Chloride
  • Benzocaine/Menthol
  • Benzocaine/Menthol/Zinc Chloride
  • Benzocaine/Menthol/Zinc/Benzalkonium
  • Chlorhexidine Gluconate
  • Clobetasol Propionate
  • Fluocinonide
  • Fluoride (Sodium)
  • Hydrocortisone Acetate
  • Pilocarpine HCl
  • Sodium Fluoride/Potassium Nitrate
  • Triamcinolone Acetonide

These medications include topical anesthetics, corticosteroids, fluoride preparations, antimicrobial rinses, and agents used for symptom relief and to treat common oral health conditions.

In addition to the dental‑related products above, ADAP has also added a range of general OTC vitamins to the formulary. These items are intended to support overall health and wellness.


A complete list of eligible OTC products is available in the ADAP Open Formulary by filtering the “Rx Required" column for “No." You can download the California ADAP Medication Formul​ary​.

How to Locate Over‑the‑Counter (OTC) Medications in the ADAP Open Formulary

Users may follow the steps below to view all OTC products included in the ADAP formulary:

  1. Open the ADAP Open Formulary Excel file.
  2. Locate the “Rx Required" column.
  3. Select the filter icon in the column header.
  4. In the filter menu, deselect “Yes."
  5. Select “No."
  6. The spreadsheet will then display only medications that do not require a prescription, which represent the OTC items covered by ADAP.

Provider and Pharmacy Actions

No additional actions are required beyond prescribing products as clinically appropriate. Pharmacies should ensure the availability of these items through standard procurement channels and submit claims following established ADAP billing procedures. Providers and pharmacies are encouraged to reference the Open Formulary for the full list of OTC products now covered.
