Notice of Stakeholder Meeting for Hospice Agency Regulations

  • This AFL notifies hospice agencies and interested stakeholders of the opportunity for continued stakeholder engagement on the recently promulgated hospice agency emergency regulations.
  • The next Stakeholder Engagement Meeting will be held on July 15, 2026, from 10:00am to 12:00pm.

​Background

To effectuate the legislative mandate under HSC section 1753.1, the California Department of Public Health (CDPH) adopted emergency regulations on June 22, 2026, to implement industry standards, improve patient care, and help prevent future Medicare or Medi-Cal fraud within the industry.

In an ongoing effort to develop final regulations and make any necessary adjustments, CDPH is holding continued stakeholder engagement. This is the first of the stakeholder sessions and we will focus on the following requirements:

  • GSA unmet need calculation
  • Agency limit and experience requirements for Medical Directors
  • Administrator “health-related" degree
  • CHOL reporting
  • Training and certification for management personnel

Please attend the meeting prepared to share your comments and suggestions after reviewing the Questions for Stakeholder Meeting – Hospice Agencies​ (PDF). Please also note that CDPH is planning on having at least one additional session that will specifically focus on nurse staffing and patient care topics.

The meeting will be held via webinar using Microsoft Teams. Please use the Microsoft Teams Registration link​ to register.
