Biobank Data SB-1099 Report for Calendar Year 2025
California's mandatory Newborn Screening Program (NBS) screens nearly all newborns for certain disorders using dried blood spot specimens collected shortly after birth. Residual dried blood spot specimens are retained by the California Biobank Program to support quality assurance, program evaluation, test development, and validation, and approved public health research, consistent with California law.
California's voluntary Prenatal Screening Program (PNS) collects blood specimens from pregnant individuals to support prenatal risk assessment and related public health screening activities.
Health and Safety Code section 125010, added by Senate Bill 1099 (Chapter 598, Statutes of 2024), requires the California Department of Public Health to publish annual reports, beginning July 1, 2026, for the preceding calendar year, containing the information specified in subdivision (b) of the statute. The data requested is provided in the table below.
