Toolkits for Public Health Programs
These toolkits provide step-by-step guidance, recommended resources, and tools to strengthen your work and advance health for all communities.
- Health For All Toolkit provides guidance and tools for engaging communities, implementing internal processes, building partnerships, and gathering data that ensure policies and programs are designed to benefit everyone.
- Healthy Beverage Consumption and Purchase Toolkit provides guidance for implementing healthy beverage strategies at the site, organization, and community levels.
- Policy, Systems, and Environmental Change Toolkit helps public health programs plan and implement PSE changes across priority settings. It offers guidance on identifying opportunities for PSE approaches, engaging partners, and selecting strategies that create healthier default conditions.
- Youth Health Toolkit focuses on youth as a priority population and provides resources to support healthier environments where young people live, learn, and play. It highlights strategies for engaging youth, partnering with schools and community organizations, and implementing policies and environmental changes that support lifelong healthy behaviors.
About the Toolkit Project
The Programmatic Priority Area Toolkits were developed from October 2023 through April 2026 by the California Department of Public Health’s Nutrition and Physical Activity Branch, Health Research for Action at UC Berkeley, and the Kaiser Permanente Center for Health Equity at UCLA.
During year one, the project team conducted a needs assessment of training resources for public health programs across the priority areas. Activities included administering a survey to CalFresh Healthy Living program leaders and staff, conducting an environmental scan of existing training resources, and holding in-depth interviews with CalFresh Healthy Living staff representing diverse funding levels and geographic regions. In year 2, concepts for toolkit materials were generated and refined through a series of design-thinking workshops. These workshops, along with needs assessment findings, informed proposals for each toolkit, which were followed by the development of content and design for toolkit components. In year 3, the iterative process continued with further refinement of the content and design through field testing with public health program staff. All activities were conducted in consultation with subject matter experts in public health, community-based organizations, local health department staff, and an advisory committee composed of CalFresh Healthy Living program leaders.
