Proposition 56 requires that California Department of Public Health's Tobacco Prevention Program (CDPH/CTPP) use a portion of allocated funds to focus on reducing disparities among priority populations disproportionately affected by the health consequences associated with tobacco use. These factsheets present updated findings from two waves of evaluation, highlighting disparities in California adult and youth tobacco use by select priority populations before and after the implementation of Proposition 56.

Early Indicators of Change - Shifts in Adult Tobacco Consumption and Spending One Year After California’s Law Ending Flavored Tobacco Sales, (PDF)
This brief summarizes data from the 2023 wave of the Online California Adult Tobacco Survey Special Supplement, a state-representative sample of adults ages 18 to 64, to examine changes in self-reported tobacco consumption and spending after California’s flavored tobacco sales restriction law. Results provide early indicators of downward trends in tobacco consumption and spending in the first year that the flavored tobacco sales restriction was in effect.
Economic Impact Analysis of Flavored Tobacco and No Tobacco Sales Policies Comprehensive Report

This report summarizes findings from three studies evaluating the economic impacts of local and statewide flavored tobacco sales restrictions and no sales of tobacco policies on key stakeholders, tobacco tax revenues, and the local and state economy. Findings provide evidence that local and state tobacco sales restriction policies reduce tobacco sales substantially and have significant fiscal impacts on tobacco excise tax revenues and tax-supported program funding.

This report presents results from the Local Flavors and No Sales Policies Economic Impact Analysis Study. The study used retail scanner sales data from April 2018 to December 2022, and drawn from more than 3,000 California stores, to estimate the economic impact of local policies restricting the sale of flavored tobacco products and those ending the sale of all tobacco products. Reported outcomes include the estimated policy effect on the sale of tobacco products (overall and those restricted under the policy), non-tobacco products that reflect the broader economic impact on retailers, and tobacco products in border areas to assess cross-border shopping.
Projected Impacts of local restrictions on the sale of Tobacco products on Tobacco Excise Tax Revenues and State Program Funding Report

This report presents results from the Projected Impacts of Local Restrictions on the Sale of Tobacco Products on Tobacco Excise Tax Revenues and State Program Funding Study. The report uses empirical estimates of the impacts of local flavored tobacco sales restrictions and no sales of tobacco policies on tobacco product retail sales using retail scanner sales data to model these policies' impacts on Proposition 56 and Proposition 99 tax revenues. Report outcomes include the projected impacts on tobacco excise tax revenues of two counterfactual scenarios: (1) one scenario in which no California cities had implemented a local flavors policy or a no-sales of tobacco policy and (2) one scenario in which all California cities had implemented the local policy of interest.
