Executive Summary
Advancing Health Equity and Prevention in California's 10-Year Comprehensive Cancer Control Plan
California's 10-Year Cancer Control Plan (State Cancer Plan) is a comprehensive approach to reduce the burden of cancer across the state. Centered on health equity and prevention, the plan seeks to eliminate long-standing disparities and improve outcomes for all communities. Developed by a robust network of experienced partners and experts committed to both the planning and implementation, it focuses on equitable access to high-quality cancer prevention, early detection, care, and patient support. This plan utilizes a policy, systems, and environment approach to reduce the cancer burden in all Californians while eliminating health disparities. Progress in each area is monitored through data measures and evaluation methods detailed in the Evaluation and Plan Measures chapter to ensure continued accountability through 2035.
The State Cancer Plan chapter summary presents a comprehensive approach that spans upstream prevention, primary prevention, early detection, treatment, and survivorship in an equity-centered cancer control continuum (Figure A).
The State Cancer Plan logic model (Figure B) reflects how strong collaboration and coordinated implementation of strategies drives meaningful, long-term impact. By uniting prevention, data, access, and support under the umbrella of equity, California's 10-Year Cancer Plan envisions a system designed to prevent cancer before it starts and ensures that every person receives care that is proactive, equitable, and compassionate.
