Background
Proposition 84 (PDF)
, The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Act of 2006 (Public Resources Code Section 75001, et seq.), was passed by California voters in the November 2006 general election. [To stay current, refer to the actual Public Resources Code, Division 43.]
CDPH's Drinking Water Program is responsible for implementing Sections 75021, 75022, and 75025 of Chapter 2 (Safe Drinking Water and Water Quality Projects). CDPH held public workshops in 2007 (see the workshop presentation (PowerPoint)
) and sought public comments on draft criteria for funding under Chapter 2. In addition, CDPH received input from its Stakeholder Committee Members (PDF)

Criteria for Funding

Section 75021: Safe drinking water emergency funding (PDF)
($10 Million)
Sections 75022 and 75025: Draft revised criteria for Section 75022 and draft new criteria for Section 75025.
Project Priority Lists (PPLs)
If your preapplication is on a project priority list (PPL), you do not need to resubmit your preapplication. If your preapplication was previously found to be ineligible, you will need to address its deficiencies prior to resubmitting it in a subsequent cycle. Round 1 PPL (Section 75022) - April 1, 2008 Draft (PDF)
Round 2 PPL (Section 75022) – based on 2007 pre-applications - January 30, 2009 (PDF)
Round 3 PPL (Section 75022) – 2008 pre-applications (This PPL will be available in the spring of 2009 for public comment. It will include small community water systems that are dependent on surface water and under orders from CDPH to boil water, as required by Senate Bill X2 1.)
Section 75025 PPL – As mentioned above, CDPH has revised the ranking criteria for this fund (see draft of revised criteria), as required by Senate Bills SB X2 1 and SB 732.
Preapplications for Funding
CDPH uses a “Universal Pre-Application” for projects to be considered for funding under the Safe Drinking Water State Revolving Fund (SDWSRF), Proposition 50 and Proposition 84. The latest pre-application period (for funds from the American Recovery and Reinvestment Act of 2009 through the SDWSRF) closed on February 27, 2009.
