Status of the proposal 

The 45-day public notice document has only been modified to reflect the revised public hearing date and comment period as noted above in Public Notice Update.  The Public Hearing has been changed to October 23, 2008.  The comment period for this regulatory proposal now ends on October 27, 2008, at 5 pm.  The Initial Statement of Reasons and Proposed Regulation Text have not been modified.
