Product Submissions for Food Manufacturers

  Prior to submission, the submitter must first verify that their products meet the following requirements:

1.      USDA Final Rule for Food Packages (federal food regulations)   

2.      WIC Authorized Food List Shopping Guide (WAFL SG) — In addition to the WAFL SG, please refer to Regulatory Bulletin 2012-02 and Regulatory Alert 2013-02

3.      USDA Information for Food Manufacturers

Brand Specific Foods

 Submissions are currently being accepted; submissions will be accepted from May 22, 2015 through June 22, 2015 only.

Brand Specific Product Submissions:

The California Department of Public Health/Women, Infants and Children Division (CDPH/WIC) is soliciting product submissions for the foods listed below to be considered for inclusion in the next revision of the California WIC Authorized Food List Shopping Guide.  An RFI 2015 Brand Specific General letter, dated May 22, 2015 (PDF), was e-mailed to food manufacturers, food wholesalers, and food distributors detailing CDPH/WIC’s request for brand specific food submissions; please read this letter for complete details. 

    1. Submit products using the online submission tools (links) below.   Submitted products must meet the authorization criteria included in the letter linked above. Additional instructions for the tools are as follows:

        • All product submissions must include an uploaded single file with images of the product labeling, including: front label, back label, nutrition facts panel, legible ingredients list, and UPC (12 digits).

        • Max upload file size is 5000 KB; allowable file types include: pdf, doc, xls, jpg, or jpeg.  
        • Name each image using the 12 digit UPC.

  • Infant Fruits and Vegetables and Infant Meats Brand Specific Submissions: 

    The United States Department of Agriculture (the federal program that funds and regulates state WIC programs) has instructed CDPH/WIC that Infant Fruits and Vegetables and Infant Meats must be listed by brand name (brand name only, not by specific product) in the next revision of the WIC Authorized Food List Shopping Guide; therefore, CDPH/WIC is soliciting brand information for brands producing these products to be included in the next WAFL SG revision.  An RFI 2015 Brand Specific Letter Infant Foods letter, dated May 22, 2015 (PDF), was e-mailed to food manufacturers, food wholesalers, and food distributors detailing CDPH/WIC’s request for brand submissions; please read this letter for complete details.  Please note, brands already listed in this letter do not need to use the online tool to re-submit; they must, however, follow the instructions in the linked letter.

    1. Submit brands using the online submission tools (links) below.  Submitted brands must certify that they produce products meeting the authorization criteria linked in the letter above.  Additional instructions for the tools are as follows:
      • All brand submissions must include sample product submissions for the applicable food (infant fruit, infant vegetable, and/or infant meat) for verification purposes.  For each product submission, upload a single file with images of the product labeling, including: front label, back label, nutrition facts panel, legible ingredients list, and UPC (12 digits).

      • Max upload file size is 5000 KB; allowable file types include: pdf, doc, xls, jpg, or jpeg.  
      • Name each image using the 12 digit UPC.

    Non-Brand Specific Foods

    Non-brand specific food products are products not specified by brand in the WIC Authorized Food List Shopping Guide (WAFL SG). The criteria for these foods are listed in the WAFL SG under the headings “can buy” and “cannot buy.” Products for food categories that are not identified as brand specific in the WAFL SG and meet the specific criteria listed in the WAFL SG can be added to the Food List Database on an ongoing basis. Manufacturers can submit products that meet eligibility requirements as they become available.

     Note: If the online tool for the product you would like to submit is not accessible below, we are not ready to collect product information for that food type at this time. Please check back at a later date or email WICFoods@CDPH.ca.gov with your inquiry.
