Infant Formula Rebate Contract Invitation for Bid #17-10001

Federal WIC regulations require that state agencies continuously operate a cost containment system for infant formula. In compliance with federal regulations, infant formula cost containment in California is operated through competitively bid infant formula rebate contracts for milk-based and soy-based infant formula.  Per regulation, CDPH/WIC awards the contracts to the responsive and responsible bidder(s) offering the lowest total net cost per month for each type of infant formula.  CDPH/WIC currently contracts with Mead Johnson & Company for both milk-based and soy-based infant formula, with the agreement expiring on July 31, 2017.

In order to determine CDPH/WIC’s next infant formula contractor(s), California WIC released Invitation for Bid #17-10001 on August 24, 2016, and bids were due on October 27, 2016.  The selected manufacturer(s) will be required to supply its contracted brand infant formula to WIC authorized vendors located throughout California and provide a rebate to the WIC Division for each container of their contracted brand infant formula purchased from WIC Authorized vendors by WIC participants.  The Notice of Intent to Award, which was issued on October 31, 2016, can be viewed here: Notice of Intent to Award .
