National Voter Registration Act (NVRA)



The National Voter Rights Act of 1933 (NVRA) was amended by the Governor on September 24, 2012.  The changes in the Act require, among other things, for local agencies to ensure all WIC employees complete an NVRA training once every twelve months and to ensure NVRA compliance by appointing an employee to be an NVRA Coordinator.  There are four training options available to your agency:  The California WIC Program has developed two interactive trainings based on Participant Centered Education (PCE) principles and practices that cover all the required NVRA topics.  The Trainer Resources is meant for use in group trainings and the Self-Paced training is recommended for use by individuals who miss the group training.  You may also elect to use the self-paced training as the preferred method for staff to complete the training.  Additionally, your agency is welcome to use the training provided on the Office of the Secretary of State’s website to satisfy the training requirement.  Lastly, local agencies may develop and use their own PCE-based NVRA training provided they cover all the required topics as listed in the WIC Program Manual (WPM) Section 190-30.
