The California Department of Public Health (CDPH), Network for a Healthy California (Network), is releasing Request for Proposal (RFP) 08-85554 for Administrative and Programmatic Support for Nutrition and Physical Activity Programs on November 10, 2008. The Network is soliciting proposals from firms that are able to provide administrative and programmatic support for nutrition and physical activity programs. This support includes comprehensive, coordinated assistance and technical expertise for designing and implementing specialized social marketing campaigns, a variety of communications activities, research, evaluation, and supporting administrative services. The principal purpose of this Request for Proposal (RFP) is to enable the Network for a Healthy California (Network) to continue contributing to the CDPH mission of protecting and improving the health of all Californians, especially low-income families. It is expected that no on agency has all the expertise required to conduct all aspects of the social marketing campaign and that subcontractors/consultants will be needed. Proposals must address all of the services described in Exhibit A entitled, “Scope of Work”.

CPNS intends to make a single award to the most responsive and responsible firm earning the highest score. This procurement is open to all eligible firms and/or individuals that meet the qualification requirements, including commercial businesses, nonprofit organizations, State or public universities (including auxiliary organizations) or other entities.

The term of the resulting contract to RFP 08-85554 is expected to be sixty (60) months and is anticipated to be effective from July 1, 2009 through June 30, 2014. The funding is from the United States Department of Agriculture through an interagency agreement with the Department of Social Services and is part of the State plan for Food Stamp Nutrition Education. Funding for the resulting contract to RFP 08-85554 is contingent on the continued availability of funds through the United States Department of Agriculture Food Stamp Nutrition Education Plan.
