FFY 2014 Subcontractor Summary Template

Thank you to many of you who were on the 11:00 am teleconference on Tuesday, October 29, 2013 and for asking questions of clarification. Below is a summary of some main points of clarification provided, next steps/timeline, and who you should work with as your point of contact for this process.  We appreciate everyone’s patience.  Your Project Officers are available to assist you in completing the template.

1.    The template provided by WRO is due by Friday, November 1, 2013 by 3:00 pm.  Please email the document it to your Project Officer. If your Project Officer is Joy Fong, please also be sure to send it to Steve Bartlett (steve.bartlett@cdph.ca.gov) as her backup while she is out of the office.  NEOPB plans to repackage the plans and resubmit to CDSS for submission to USDA by Monday, November 4, 2013.

2.    Template related questions 

a.    Question 1 and 2 have already been completed for you by NEOPB.  These are state level objectives that are acceptable to WRO. 

b.    Question 3:  you will need to complete this portion to reflect the activities that you will be conducting leading to PSE changes. If you do not see an activity that aligns with your plan, please use the “other” boxes to include it.  The activities reflect what your entire project is going to do and not just the subcontracts. 

c.    Question 4 and 5:  

i.      The sample response provided is modifiable and you can tailor it to your county’s specific work to support achieving the objectives specified in Question 1. We are looking for you to summarize and connect your subcontractors’ work to the objectives with overarching specificity. We are not looking for a line by line description of what each contractor will be doing.  Please use the sample response as a guide for the type of description. 

ii.    Please describe how all your subcontractors (both denied and approved) will support the objectives in Question 1.  The purpose of question 4 and 5 is to describe how their work supports the LHD in achieving the objectives. 

iii.   Some LHDs have multiple year contracts with their subcontractors. Please describe what they will be doing in year 1 of their contract with your LHD.  

iv.   If there are unique issues that need to be included, please feel free to use the last question in the template to add additional information. You can work with your Project Officer to talk through this if you are unsure. 

v.    If you have subcontracts that are still “TBD” but you know what they will be working on- please include this information in the template.

 3.    NEOPB will communicate via email to all the affected LHDs the same day we receive confirmation on the approval status of these subcontracts.

 4.    NEOPB is unsure whether the effective date of the subcontracts will be the same date that WRO provides approval or if it will be retroactive to October 1, 2013.  We will share that information once we hear back from WRO.

As mentioned above, the summary is intended to capture the main points of clarification provided on the call.
