California Safe Cosmetics Act (PDF) – law that established the California Safe Cosmetics Program; requires cosmetics manufacturers to report products with potentially hazardous ingredients to the State.
California Food, Drug, and Cosmetics Law (Sherman Law) – law that regulates the manufacturing and distribution of food, drugs, and cosmetics in California.

U.S. Food, Drug and Cosmetics Act (Title 21, Code of Federal Regulations) – law that regulates the manufacturing and distribution of food, drugs, and cosmetics in the U.S.
European Union Council Directive on Cosmetics – law that regulates the manufacturing and distribution of cosmetics in the European Union. The amendment that went into effect in September 2004 banned the use of potentially hazardous ingredients in cosmetics products.

The Safe Cosmetics Act lists the following as some sources of information to create the CSCP Chemical list:

National Library of Medicine Toxicology Data Network (Toxnet) – access to databases of chemicals, with corresponding information on human health effects, animal toxicity studies, environmental standards and regulations, chemical/physical properties, etc.
Cosmetics Safety Guide and Database – database of cosmetic ingredients, products and companies compiled by researchers at the Environmental Working Group, a non-profit organization.
Ingredient Review Panel – reviews selected cosmetic product ingredients, sponsored by Cosmetic, Toiletry & Fragrance Association. Reports and ingredient alerts are posted.
