California Safe Cosmetics Program - Cosmetics Companies Page
The California Safe Cosmetics Act of 2005 requires manufacturers, packers, and/or distributors of cosmetic products to report to the California Department of Public Health (CDPH) all products sold in California on or after January 1, 2007 which contain ingredients known or suspected to cause cancer, birth defects, or other reproductive harm. Companies making one million dollars ($1,000,000) or more in aggregate sales of cosmetic products within and outside of California are required to report. The California Safe Cosmetics Program (CSCP) was established to implement the California Safe Cosmetics Act.
The California Safe Cosmetics Program launched an online reporting system on June 15, 2009. Companies subject to reporting under the Safe Cosmetics Act were initially required to submit all reportable cosmetic products by December 15, 2009. Reporting should be done on a continuous basis, both for new products and product reformulations. When a product becomes reportable companies will be given one month (30 days) to report this product.

Note: CDPH is unable to accept paper reports at this time. We are only accepting company/product information submitted through the online reporting system. Companies that cannot report online must contact the Safe Cosmetics Program at 1-877-325-3223.

- CSCP Reportable Ingredients List
To assist companies with reporting, the California Safe Cosmetics Program has compiled a list of chemicals known or suspected to cause cancer or developmental or other reproductive harm. - CSCP Searchable Product Database
The searchable product database contains all products and ingredients reported to CSCP, with the exception of information designated as "trade secret." The website enables the public to look up specific products by name, company name, or chemical ingredient. The database can also be used by reporting companies to easily verify what has previously been reported and identify information that requires updating.

- Compliance and Enforcement
The California Department of Public Health and the Attorney General’s Office (AGO) are taking aim at enforcing the mandatory reporting requirements of the California Safe Cosmetics Act of 2005. On April 28, 2010, a joint letter was mailed to over 7,000 manufacturers and distributors of cosmetic products to inform and educate them on the mandatory reporting requirements of the Safe Cosmetics Act, to request information regarding reporting status, and to encourage compliance during an “amnesty” phase of enforcement.
