Housing Opportunities for Persons with AIDS (HOPWA) 

The HOPWA program provides housing assistance designed to alleviate or prevent homelessness for people living with HIV/AIDS.  Depending upon local resources, assistance with housing may include emergency rent, mortgage or utility payments to prevent homelessness, monthly rent subsidies, or designated affordable housing for people living with HIV or AIDS.  Other housing support may also be available.


To be eligible for HOPWA, you must: 

  1. Have an HIV or AIDS diagnosis
  2. Be low-income per HUD requirements

Other eligibility requirements may apply depending upon locality.   

How to Apply

About this Program

The primary goal of the HOPWA program is to increase the availability of decent, safe, affordable housing for low-income people living with HIV or AIDS.  HUD’s overall outcome goal for 2011 is for 80 percent of HOPWA clients to maintain housing stability, access to care, and avoid homelessness.
