California Planning for Health Care Reform

The HIV Care, Detection, and Prevention Perspective


As California approaches the 2014 implementation of the Affordable Care Act (ACA),  the Office of AIDS (OA) has been working closely with health care providers, consumers, Department of Health Care Services  (DHCS) and other state agencies. Given the complexities of federal and state financing of medical services for people living with HIV infection and the need for HIV treatment expertise in an expanding universe of health care settings, it is critical to consider HIV-specific issues for health service delivery associated with the implementation of ACA. Our current activities to address these issues have been in three areas: 1) assisting Ryan White (RW) clients transition to the Low Income Health Program (LIHP);  2) paying Pre-existing Conditions Insurance Plan (PCIP) premiums through the OA-PCIP; and 3) planning for the 2014 ACA implementation. 


Ryan White Health Care Reform Stakeholder Advisory Committee - The former OA DHCS LIHP Stakeholder Advisory Committee has expanded its focus to the 2014 implementation of the ACA. The advisory work group of DHCS, providers, advocates, and consumers meet regularly to both identify issues and best practices regarding RW client transition to ACA health coverage programs. 

  • 2014 ACA implementation -  RW clients and LIHP beneficiaries may become eligible for health coverage through Medi-Cal Expansion and Covered California plans. OA and the advisory committee are keeping abreast of available information that pertains to our RW clients.

  • Covered California Certified Enrollment Entity (CEE) - By becoming a CEE your staff and volunteers can become Certified Enrollment Counselors (CEC.) CECs will be able to educate clients on the health plans available through the marketplace and the financial assistance available to them as well as help them enroll through the Covered California

  • Covered California Provider Education Grant Program – Grantees of this funding will provide education to providers on the health plans, financial assistance and enrolment options in order to better assist your clients.  To view a list of funded grantees click here Provider Education Grant Program Award Recipients.
  • As part of the 2014 ACA implementation, Medi-Cal will expand coverage to most adults who are at or below 138% of the federal poverty level.  Known as Medi-Cal Expansion, this program applies to non-elderly, non-pregnant adults under the age of 65.   • Consumers can calculate estimates of monthly costs for Covered California premiums and maximum annual out-of-pocket based on their household size and income. The calculator can be found here: https://www.coveredca.com/fieldcalc/#calculator
