Proposition 99 Contract Back Programs
When a small, rural county that is eligible to participate in the Rural Health Services Program declines Proposition 99 funding, those funds are then made available through three "contract back" programs administered by the Office of County Health Services. These programs reimburse hospitals and physicians for medical services provided to children and adults who do not have medical insurance or other forms of payment for the care they receive. Descriptions of the programs can be found below:
Children's Treatment Program (CTP) - CTP reimburses Medi-Cal and Denti-Cal enrolled providers for treatment of conditions detected through a Child Health and Disability Prevention health screening.
Emergency Medical Services Appropriation (EMSA) Contract Back Program - The EMSA Contract Back Program reimburses Medi-Cal physicians for uncompensated emergency services provided to medically indigent persons in qualifying counties.
Hospital Services Contract Back Program (HSCB) - The HSCB reimburses public and private hospitals for providing uncompensated charity care services to patients who cannot afford to pay for any portion of services and for whom no other source of payment is available. Funding is available in 30 counties for Fiscal Year 2007-08.
