Elective Percutaneous Coronary Intervention (PCI) Pilot Program

BACKGROUND OF PROGRAM

The Elective PCI Pilot Program, provided for by Senate Bill (SB) 891 and Health and Safety Code, Section 1256.01, will allow the State of California to study the safety of elective PCI in hospitals without cardiovascular surgical services. Six hospitals from across the state have applied and been selected to participate as pilot hospitals. The pilot program implementation is scheduled to start June 2010 and will last through August 2013. Upon its completion, the results will be published and recommendations on elective PCI will be submitted to the California Legislature. ELECTIVE PCI PILOT PROGRAM ONSITE SURVEY AND SELECTION PROCESS

Each facility that passed the application review process was scheduled for an onsite, unannounced survey of their Cardiac Catheter Lab and facilities related to cardiac care. Special focus was placed on review of the policies and procedures of each facility to ensure they were in alignment with the current Title 22 and CMS regulations, as well as the statutory regulations for the Elective PCI Pilot Program and industry standard guidelines.

Each facility underwent a general survey which included environment and infection control (Emergency Room (ER), Cardiac Catheter Lab, Intensive Care Unit (ICU), and waiting areas). A mock tracer from the ER to the catheter lab through ICU and discharge was performed. Seventy-five percent (75%) of all physician, nursing and technical staff involved in the cardiac catheterization procedures including, licensing, credentialing and training were reviewed for competencies and training.
