Office of Family Planning
Program Mission
The Office of Family Planning (OFP) is charged by the California Legislature “to make available to citizens of the State who are of childbearing age comprehensive medical knowledge, assistance, and services relating to the planning of families”. The purpose of family planning is to provide women and men a means by which they decide for themselves the number, timing, and spacing of their children.
Program Description
OFP is one of four divisions within the Center for Family Health of the California Department of Public Health. The many programs currently administered by the OFP Division are organized into three program sections:
1. Family Planning Access Care and Treatment (Family PACT): Family PACT is California’s innovative approach to provide comprehensive family planning services to eligible low income (under 200% federal poverty level) men and women. The average cost per client per year is $262 to provide these services. Every dollar spent on Family PACT services generates an estimated public savings of $2.76 up to 2 years after birth, and $5.33 up to 5 years after birth. This clinical program increases access to services by expanding the provider network to include medical provider, pharmacies and laboratories. This network of about 2,400 public and private providers serves more than 1.6 million clients a year, including about 300,000 teens.
2. Domestic Violence – Battered Women Shelter Program: The Domestic Violence Program (DVP) has been in existence since 1996 after enactment of the Battered Women Protection Act of 1994. The DVP funds 94 shelter-based domestic violence shelters to provide emergency and non-emergency direct services to battered women and their children; domestic violence prevention activities; and outreach to unserved/underserved populations. The DVP serves approximately 200,000+ women and their children each year. Services may include emergency shelter, transitional housing, legal advocacy and assistance with temporary restraining orders, counseling, and other support services.
3. Teen Pregnancy Prevention Program: The purpose of the Teen Pregnancy Prevention Program is to utilize a variety of approaches and strategies to: reduce teenage and unintended pregnancy and absentee fatherhood, promote responsible parenting and assist adolescents in accessing clinical services. Approximately 185 community agencies serve upwards of 300,000 teens annually in the various teen pregnancy prevention programs.
Program Funding and Administration
Federal financial reimbursement amounts to about 75% of OFP’s family planning services annually. Domestic Violence programs utilize appropriated funds from the State General Fund, and a Domestic Violence Training & Education special fund. The Teenage Pregnancy Prevention programs utilize appropriated funds from federal Temporary Assistance for Needy Families (TANF), the State General Fund, and Federal Title XIX (Medicaid) reimbursements.
The California Department of Public Health, Center for Family Health administers the OFP Program.
Program Operations
To accomplish its goals, the OFP Division maintains partnerships, contracts, and agreements with federal, state, and local agencies in both the public and private sectors.
