HAL-PER for Clinical Laboratory Licensing and Registraion

The Health Application Licensing (HAL) system for clinical laboratories called HAL-LAB is used exclusively by Laboratory Field Services.. 

The initial licensing and registration process involves the receipt and processing of a paper-based application and fee to license or register a new clinical laboratory. Application and fee data are entered into the HAL database. Approximately 100 applications are received per month, 90 of which are for registrations and 10 for licenses. Approximately 7,500 clinical labs are registered and 2,900 are licensed. There are currently about 19,000 clinical labs in CA.

The renewal process occurs annually after the initial licensing or registration process.  The renewal process involves the receipt and processing of a paper-based application and fee to renew a clinical laboratory license or registration. Renewal information is entered either through manual data entry or is scanned via a bar code to HAL. Payment information is recorded within HAL by CDPH Accounting prcedures.
