Catherine Quinn (Council Chair)

Diana E. Ramos, MD, MPH (Vice Chair)
LA County Department of Health & Human Services, Los Angeles
Dr. Ramos is a board certified Obstetrician/Gynecologist and the Medical Director for family planning and maternal health for the Los Angeles County Department of Health Services. She oversees the Title X clinics, CPSP, Perinatal HIV screening, FIMR-BIH, and some Family Pact issues. She knows first hand about the health issues and psychosocial dilemmas that confront women. As a Spanish speaking physician serving Hispanic communities, she has vast experience in dealing with women who have had difficulty in accessing and obtaining healthcare. Her passion to learn more and impact ethnic and health disparities led her to pursue her Masters in Public Health. She is the Chair of the American Medical Association (AMA). She has a B.A. in Communication, Arts and Science and graduated with honors as Doctor of Medicine from the University of Southern California, School of Medicine.

Crystal Crawford, JD
California Black Women's Health Project, Inglewood
Ms. Crawford is the Chief Executive Officer and Attorney at the California Black Women’s Health Project in Los Angeles, California. This organization is the only statewide non-profit organization solely dedicated to improving the health of California’s black women and girls through education, policy, outreach and advocacy. Ms. Crawford coordinates and facilitates town hall meetings, policy meetings and community education programs and participates in various statewide committees and meetings addressing the health disparities impacting women of color. She also educates and informs policymakers about black women’s health and related policy issues and solutions. Ms. Crawford obtained her law degree from the New York University School of Law.

Alina Salganicoff, PhD
Vice President and Director of Women’s Health Policy, Kaiser Family Foundation. 
Her work focuses on health policy issues of importance to women, with an emphasis on health coverage and access to care for underserved women (uninsured, Medicaid, low-income and women of color).  She also directs the Foundation’s KaiserEDU.org project, an online educational resource for students and faculty in health policy.

Before directing the Foundation’s work in women’s health policy, Dr. Salganicoff was Associate Director of the Kaiser Commission on Medicaid and the Uninsured and specialized on coverage and access issues facing low-income women and children, Medicaid managed care, and state health reform.  She has also worked as a Research Associate at The Johns Hopkins University School of Public Health, on the health program staff of the Pew Charitable Trusts, and as a trainer and counselor for CHOICE, a Philadelphia-based, reproductive health care advocacy organization.

Dr. Salganicoff has authored numerous book chapters, journal articles, and reports on health care access and financing for low-income women and children.  She also serves as a member of many different state and Federal advisory committees on women's health, including the Institute of Medicine's Committee on Women's Health Research and the California Women’s Health Council.  Dr. Salganicoff completed her undergraduate degree at Pennsylvania State University and holds a Ph.D. in Health Policy from The Johns Hopkins University School of Hygiene and Public Health.  A native of Argentina, she is also fluent in Spanish.  

 

Beatriz Solís, PhD, MPH
The Endowment, Los Angeles
Beatriz Maria Solís, M.P.H., Ph.D., joined The Endowment in 2007 as the foundation’s Los Angeles Regional Senior Program Officer. In 2009, Solís was tapped to be director of Healthy Communities, South Region, for the foundation’s 10-year strategic program Building Healthy Communities: California Living 2.0. As director of Healthy Communities, Solís is responsible for advancing the vision and strategic direction of the initiative, as well as helping achieve established goals and outcomes through The Endowment’s philanthropic efforts in Southern California.
As a senior program officer, Solís oversaw and provided direction for the administrative and rant-making activities of the foundation’s Los Angeles-based program officers who serve a four-county region which encompasses Los Angeles, Ventura, Riverside and San Bernardino counties. In addition, Solís served as a member of the foundation’s statewide Community Health and Elimination of Health Disparities Program Team, which sought to help improve the environmental factors that contribute to the poor health status of residents in low-income communities, and to reduce the higher rates of health conditions and diseases experienced by racial and ethnic communities.
Her vast professional experience includes service as the director of Cultural and Linguistic Services for L.A. Care Health Plan (2001-2005) where she was responsible for developing one of the first departments dedicated to cultural and linguistic issues in a managed care setting. In addition, she was a research associate for the UCLA Center for Health Policy Research (1996-2001) where she was responsible for several original research projects on women’s health.
She received her master’s and doctorate in Public Health from UCLA’s School of Public Health.
